Underneath your skin there is a mesh of collagen fibres (think of them as looking a bit like fish net tights), which hold the fat cells in the subcutaneous level of your skin in place. Cellulite occurs then these fat cells get bloated with fat or retained water and bulge through the net resulting in the dreaded dimples that 90% of women experience.
